“The Atomic Victims As Human Guinea Pigs”

While much has been written about the victims of the Atomic Bombs dropped by the U.S. on Hiroshima and Nagasaki in the closing days of World War II, very little is known by Americans of the fate of the victims of that bombing.

Known as the Hibakusha, their medical condition for years was the subject of U.S. occupational and later Japanese censorship. Studied and examined by U.S. doctors and scientists organized as the Atomic Bomb Casualty Commission, in conjunction with staff from the Japanese National Institute of Health (JNIH), researchers withheld medical treatment from the atomic bomb victims, arguably because it interfered with their research goals.

Researcher Susan Lindee wrote about these topics in her excellent 1994 book, Suffering Made Real: American Science and the Survivors at Hiroshima. But few others ever took up the subject, and Lindee’s book has been largely ignored, especially in recent years (not even one review at Amazon, for instance).

Another barely known essay on the subject was written by Shingo Shibata, Emeritus Professor of Philosophy and Sociology at Hiroshima University, in Seisen Review (No. 4, 1996). The full essay is nowhere to found on the Internet… until now. (A portion of it — approximately 8 of its 20 pages — has been published on this webpage.)

In “The Atomic Victims as Human Guinea Pigs,” Shibata relates the history of the early days of ABCC/JNIH cooperation. He highlights the fact that ABCC was subordinate to the General Head Quarters and U.S. occupational authorities. He also documents how the JNIH utilized scientists who previously worked as part of the notorious Unit 731 of Ishii Shiro, a large-scale bacteriological and chemical warfare research center run by the Japanese military. After World War II, the Americans amnestied the Japanese war criminals involved in the biowar and chemical warfare research programs, even though they had experimented on thousands of civilian and military POW victims, killing all of them in concentration camp-like environs.

The latter tale has been told many times, most recently by the late U.S. historian Sheldon in the revised version of his book, Factories of Death: Japanese Biological Warfare, 1932-45 and the American Cover-Up (Routledge: 2002). It is an evil tale, as dark as they come, of how Cold War political exigency and hypocrisy was used to cover-up, especially for the American public, an alliance with some of the worst war criminals ever — all to get access to their data and expertise, honed from over a decade of barbaric experiments on prisoners, including, many believe, U.S. POWs.

Later, according to a number of scholarly researchers, Unit 731 members or data taken from them, was used in a highly secret campaign of bacteriological warfare conducted by the U.S. during the Korean War. When news of the this war crime leaked out, including signed confessions from U.S. pilots, the U.S. government began a propaganda campaign deriding the confessions as the result of Chinese “brainwashing” and torture. A covert campaign to study these techniques was the supposed origin of the CIA’s MKULTRA program.

It is not an exaggeration to say that much of our modern history, including even the recent turn (or re-turn) of the U.S. clandestine agencies and military to the “dark side” use of torture and drugs on prisoners, had its origins in this diabolical deal made with war criminals from Japan and Nazi Germany (the latter in Operation Paperclip and other similar programs).

I am pleased to bring this important piece of historical writing, “The Atomic Victims As Human Guinea Pigs,” to U.S. readers and other with Internet access. Below is a selection from the essay. Note, references and footnotes are note reproduced here but can be read in the original essay (PDF link).

The first order of the U.S. Forces immediately after the occupation was to ban all publication of reports concerning the genocide and destruction caused by the atomic bombs. Thus they wanted to monopolize all information on the bombing. Until the end of the occupation on 28 April 1952, Japanese journalists, writers, cameramen, novelists and scientists were prohibited from reporting on the real situations of the atomic destruction. If they dared to do so, they were threatened with trial before the military tribunals of the Occupation Forces. Many books, including novels, poems and accounts of the events, were censored and often confiscated by American authorities. (Braw, 1986; Horiba, 1995a and 1995b) As a result, the urgent necessity to give medical and other social aid to the atomic victims (the “Hibakusha” in Japanese) was not reported even among Japanese.

Their second step was to prohibit all doctors in Japan from communicating and exchanging, even among themselves, the records of clinical experience and research on the Hibakusha. At that time they, especially in Hiroshima and Nagasaki, tried to do their best to find ways to cure the unheard-of terrible burns and internal disorders caused by atomic heat and radiation. The U.S. Forces further confiscated the samples of burnt or keloid skins, internal organs and blood and the clinical records of the dead and living Hibakusha. (Committee, 1981)

Their third step was to force the Japanese government to refuse any medical aid offered by the International Red Cross.

If a laboratory animal were cured, it would be utterly useless from the standpoint of medical scientific observers. Maybe it was by the same reasoning that the U.S. authorities did their utmost to prevent any medical treatment given to the Hibakusha. “As far as medical aid is concerned, the less the better” was their policy.

Their fourth step was to establish the Atomic Bomb Casualty Commission (ABCC) as two institutions in Hiroshima and Nagasaki for the purpose of observing, not curing, of the hibakusha. Thus, almost all Hibakusha have been treated as if they were only human guinea pigs. Suppose that an assailant continues only to observe a wounded victim for many years after an assault. There is no doubt that such observance itself is nothing but an infringement on human rights.

What did the Japanese Government do to aid the Hibakusha?

I am ashamed to say that the Japanese government did nothing to help the Hibakusha either.

Firstly, its bureaucrats did their utmost to cooperate with the above policy of the U.S. Army toward the Hibakusha. Only two months after the atomic bombing they dissolved the governmental hospitals in charge of medical treatment of the Hibakusha in Hiroshima and Nagasaki. As a result, many Hibakusha were left on the streets of the devastated cities without any medical treatment, compounding the many difficult post-war economic and social conditions they had to contend with.

Secondly, by orders of the General Head Quarters (GHQ) of the U.S. Occupation Forces, on 21 May 1947, the Japanese National Institute of Health (JNIH, YOKEN in Japanese abbreviation) was founded with half of the staff of the Institute of Infectious Diseases (IID) attached to the University of Tokyo.

During the period of the Japanese invasion of China from 1931 to 1945, the IID had fully cooperated with the notorious Unit 731, that is, the Army unit for bacteriological warfare. (Williams & Wallace, 1989; Harris, 1994) Most of the staff of the JNIH transferred from the University of Tokyo to the Health and Welfare Ministry were medical scientists who had intimately cooperated with the network of Unit 731 in China and Singapore as well as the Laboratory for Infectious Disease Control (LIDC) attached to the Imperial Army’s Medical College. The LIDC in Toyama, Shinjuku-ku, Tokyo, was the headquarters for the network of the bacteriological warfare program and its institutions, including most of the medical schools of many universities.

The officially declared aims of the JNIH were to make research on pathogens and vaccines and also to screen the safety of biological products (vaccines, blood products and antibiotics), and thereby to contribute toward preventive medicine and public health under the control of the GHQ. However, there were two hidden objectives of the JNIH. The first was to cooperate with the ABCC. The second was to continue, under the guidance and control of the U.S. Army 406th Medical Laboratory,(1) some uncompleted studies of biological warfare program as schemed up by Unit 731. (Shibata, 1989 and 1990)

As for the first hidden objective, only 13 days after the establishment of the JNIH the GHQ asked it to help the ABCC. Dr. Saburo Kojima, then the first Vice-Director and later the second Director of the JNIH, in his commemorative essay, “Memories on the Past Ten Years of the JNIH,” looking back on its initial stage of cooperation with the ABCC, wrote, “We, the intelligent scientists had equally thought that we must not miss this golden opportunity”(2) to record the medical effects of the A-bomb on humans. He was reportedly one of the leading medical scientists who committed vivisection on Chinese prisoners as human guinea pigs in the network of Unit 731 in China.(3) As such a scientist, very positively appreciating the proposal of the GHQ, he never showed humanistic sentiments towards the Hibakusha, still less a counter-proposal for medical treatment of them. He only betrayed such cold-blooded and calculating words as is cited above.

MONTREAL – Arson investigators were examining the burnt-out shell of the home of international lobbyist and former arms dealer Ari Ben-Menashe on Monday.

On Sunday night, a fire tore through the semi-detached luxury residence that borders Westmount. The speed with which the blaze caught and spread, along with the fact that police said someone was spotted running away from the scene, all point to arson, police said.

Eighty firefighters battled the blaze, whose flames could be seen blocks away. Although the fire was declared under control by 11:30 p.m. Sunday, the four-bedroom home was decimated.

City of Montreal real-estate records list the principal owner of the home as Jean Girard Residence Trust, and provide an evaluation of $762,000 for the 2,800 square foot building and $286,000 for the land on which it sits.

Fire investigators Monday were speculating that the entire structure, including an adjoining townhouse, might have to be demolished.

The fire was called in by a passerby at 9:30 p.m. Sunday.

“A suspect was seen fleeing the area,” Constable Simon Delorme of Montreal police said. Ben-Menashe, briefly reached by phone at an Old Montreal address Monday morning, said he had no comment.

Robert Dubé, an operations chief for the Montreal fire department, said two people had been inside at the time of the fire and got out on their own.

A residential telephone-directory listing links Ben-Menashe to the address on Jean Girard St., a cul-de-sac off Atwater Ave. north of Sherbrooke St. W.

Ben-Menashe, who once worked in the Israeli intelligence service, had most recently been in the news because of business dealings involving Arthur Porter, former executive director of the McGill University Health Centre. In an affidavit submitted last year to Quebec Superior Court, Ben-Menashe said Canadian banks refused to do business with him after a dispute he had with Porter.

In June 2010, Porter signed a deal with Ben-Menashe’s lobbying company, Dickens & Madson (Canada) Inc., to raise $120 million U.S. for infrastructure projects in Porter’s native Sierra Leone. Porter paid Ben-Menashe’s company $200,000 in June 2010 to raise the money, which would be put into Porter’s company Africa Infrastructure Group.

US admits Al Qaeda “amongst” Syrian rebels, recognizes them as the “legitimate representative of the Syrian people”

As expected, after a long pause of feigned “consideration,” the US has recognized the militants it has been arming, funding, aiding logistically and supporting diplomatically since as early as 2007, as the “legitimate representatives of the Syrian people,” with the added caveat, “in opposition to the Assad regime.” The Wall Street Journal would report that US President Barack Obama’s announcement actually read:

“The Syrian National Coalition for Revolutionary and Opposition Forces is reflective and representative enough of the Syrian population that we consider them the legitimate representative of the Syrian people in opposition to the Assad regime.”

The bizarre, uncertain wording sends a message of both  uncertainty and resounding illegitimacy, indicating that the US itself recognizes the true nature of the so-called “Syrian” opposition is apparent to an increasing number of people both in public office and across the public, and that a certain degree of rhetorical distance must be kept.

The overt, extremist nature of the militants operating in Syria has become increasingly difficult for the West to paper over. Torrents of videos and confirmed reports documenting militant atrocities, including several involving the machine gunning of bound prisoners, and a particularly gruesome video of a child handed a sword by militants to hack off the heads of bound men wearing civilian clothing, has confirmed the worst fears expressed by geopolitical analysts and foreign governments around the world – that the Syrian opposition is in fact Al Qaeda.

So damning is the evidence, that President Obama was forced to finally acknowledge this, stating:

There is a small element of those who oppose the Assad regime that are affiliated with al Qaeda in Iraq…and we are going to make clear to distinguish between those elements of the opposition.

The Wall Street Journal, in their article, “U.S. Recognizes Syria’s Main Rebel Group,” would also report:

The Obama administration on Tuesday for the first time released intelligence directly tying a powerful Syrian rebel group to commanders of al Qaeda in Iraq. U.S. officials formally sanctioned the Syrian militia, called Jabhat al-Nusra—freezing any assets it may have in the U.S. and barring Americans from doing business with it—because of fears it is gaining disproportionate power among the rebel groups seeking to overthrow Mr. Assad.

Despite this announcement, such sanctions are symbolic and selectively enforced. Also on such lists was the Mujahedeen e-Khalq (MEK), and currently the Libyan Islamic Fighting Group (LIFG), which officially merged with Al Qaeda in 2007, according to the US Army’s West Point Combating Terrorism Center (CTC) report, “Al-Qa’ida’s Foreign Fighters in Iraq.” Yet in 2011, NATO had armed, funded, and provided air support for LIFG during the premeditated overthrow of the Libyan government.

US Has Knowingly Supported Al Qaeda for Years

Based in Benghazi, elements of LIFG were behind the attack on a US consulate and the death of US Ambassador J. Christopher Stevens. They are also confirmed to be sending fighters and weapons through NATO-member Turkey where they stage before engaging in combat operations inside Syria.

In November 2011, the Telegraph in their article, “Leading Libyan Islamist met Free Syrian Army opposition group,” would mention LIFG by name when they reported:

Abdulhakim Belhadj, head of the Tripoli Military Council and the former leader of the Libyan Islamic Fighting Group, “met with Free Syrian Army leaders in Istanbul and on the border with Turkey,” said a military official working with Mr Belhadj. “Mustafa Abdul Jalil (the interim Libyan president) sent him there.”

Another Telegraph article, “Libya’s new rulers offer weapons to Syrian rebels,” would admit:

Syrian rebels held secret talks with Libya’s new authorities on Friday, aiming to secure weapons and money for their insurgency against President Bashar al-Assad’s regime, The Daily Telegraph has learned.

At the meeting, which was held in Istanbul and included Turkish officials, the Syrians requested “assistance” from the Libyan representatives and were offered arms, and potentially volunteers.
“There is something being planned to send weapons and even Libyan fighters to Syria,” said a Libyan source, speaking on condition of anonymity. “There is a military intervention on the way. Within a few weeks you will see.”

Later that month, some 600 Libyan terrorists would be reported to have entered Syria to begin combat operations and have been flooding into the country ever since.

Clearly they are not “secretly” organizing hundreds of fighters under the nose of the US consulate in Benghazi, Libya, and “sneaking” through NATO member states into Syria. They are doing with NATO-backing, with NATO admittedly providing support for militants along Turkey’s border with Syria, utilizing the very same regional Al Qaeda networks identified by the US military during the US occupation of Iraq – which also explains where Jabhat al-Nusra is coming from.

Further undermining US claims that they have identified and are attempting to separate from the “opposition,” sectarian extremists, are admissions made as early as 2007 that US foreign policy explicitly sought to utilize these very sectarian extremists to violently overthrow the Syrian government. Indeed, in 2007, Pulitzer Prize-winning journalist Seymour Hersh published an article titled, “The Redirection” for the New Yorker, within which US, Saudi, and Lebanese officials described their conspiracy.

In the report it specifically stated:

“To undermine Iran, which is predominantly Shiite, the Bush Administration has decided, in effect, to reconfigure its priorities in the Middle East. In Lebanon, the Administration has coöperated with Saudi Arabia’s government, which is Sunni, in clandestine operations that are intended to weaken Hezbollah, the Shiite organization that is backed by Iran. The U.S. has also taken part in clandestine operations aimed at Iran and its ally Syria. A by-product of these activities has been the bolstering of Sunni extremist groups that espouse a militant vision of Islam and are hostile to America and sympathetic to Al Qaeda.” –The Redirection, Seymour Hersh (2007)

Hersh’s report would continue by stating:

“the Saudi government, with Washington’s approval, would provide funds and logistical aid to weaken the government of President Bashir Assad, of Syria. The Israelis believe that putting such pressure on the Assad government will make it more conciliatory and open to negotiations.” –The Redirection, Seymour Hersh (2007)

The link between extremist groups and Saudi funding was also mentioned in the report, and reflects evidence presented by the West Point CTC indicating that the majority of fighters and funding behind the sectarian violence in Iraq, came from Saudi Arabia. Hersh’s report specifically states:

“…[Saudi Arabia’s] Bandar and other Saudis have assured the White House that “they will keep a very close eye on the religious fundamentalists. Their message to us was ‘We’ve created this movement, and we can control it.’ It’s not that we don’t want the Salafis to throw bombs; it’s who they throw them at—Hezbollah, Moqtada al-Sadr, Iran, and at the Syrians, if they continue to work with Hezbollah and Iran.” –The Redirection, Seymour Hersh (2007)

The report reads like a prophecy, fulfilled verbatim during the events of the last 2 years. The Wall Street Journal report openly states that the Syrian conflict is turning into a proxy war with Iran, just as was planned in 2007. The feigned ignorance, surprise and attempts to mitigate terror groups the US purposefully created in the first place, is merely for public consumption. Bands of sectarian extremists destroying Syria was the stated plan for years, a plan now coming into fruition.

Wall Street Journal Admits Syria’s Minorities are Fighting for Lives – SNC Leader Admits He Seeks an “Islamic State”

And even as US President Obama attempts to assure the public and the international community that the West is sorting out the extremists, the Wall Street Journal admits that militias are forming across Syria – assembled by Syria’s large minorities to protect themselves from what is clearly a sectarian assault – not a pro-democracy movement. In describing the militias, the Wall Street Journal reports:

Many come from Syria’s religious minorities, mostly the Shiite offshoot Alawite sect to which the president’s family belongs, as well Christians and Druze, who increasingly see themselves in a battle against a mainly Sunni rebel insurgency.

Of course, the Wall Street Journal attempts to portray the militias as mercenaries in the service of Syrian President Bashar al-Assad, despite admitting the sectarian nature of the opposition and admitting that Al Qaeda is confirmed to be operating inside of Syria.

The sectarian nature of the bloodbath the US was engineering in 2007 was also mentioned in Seymour Hersh’s “The Redirection.” Foreshadowing was given by a former CIA officer based in Lebanon who stated:

“Robert Baer, a former longtime C.I.A. agent in Lebanon, has been a severe critic of Hezbollah and has warned of its links to Iranian-sponsored terrorism. But now, he told me, “we’ve got Sunni Arabs preparing for cataclysmic conflict, and we will need somebody to protect the Christians in Lebanon. It used to be the French and the United States who would do it, and now it’s going to be Nasrallah and the Shiites” –The Redirection, Seymour Hersh (2007)

Clearly, the Christians in Syria would also need protection.

And while the US attempts to reassure the world that the brood of terrorists it is cultivating and has now officially recognized as the “representatives of the Syrian people” is “pro-democratic” in nature, the very leader the US recently handpicked in Doha, Qatar to lead the new opposition coalition, Moaz al-Khatib, has admitted in an Al Jazeera interview that he seeks to establish an “Islamic state” across currently secular Syria.

Modeled after the increasingly despotic Muslim Brotherhood regime led by Mohammed Morsi, who is currently hiring rape gangs to help disperse protesters opposed to his expanding dictatorship, al-Khatib’s vision of Syria’s future is one even many Syrian Sunnis reject.

To declare this violent minority, augmented by foreign terrorists couching the establishment of a brutal faux-theocracy behind the paper-thin veneer of “democracy,” as the “representatives of the Syrian people” is not a “a big step” as President Obama declared. Instead, it is a step as illegitimate and morally bankrupt as it is desperate. It is a stumble forward – and one that threatens to trip up anyone within arms reach of America as it takes it.
