… Scientists as scientists can neither prove nor disprove the existence of God, nor should they even try to do so. God is knowable only through faith of some kind.

“There is no conflict between science and theology,” Notre Dame’s then-young president pointed out, “except where there is bad science or bad theology.”

I thought of that remark, which I have quoted many times since, after reading Senator Sam Brownback’s recent op-ed piece in The New York Times, “What I Think About Evolution” (May 31). His column, however, is about the broader issue of the relationship between theology and faith.

(To re-fresh readers’ memories, Senator Brownback of Kansas is a candidate for next year’s Republican nomination for the presidency of the United States. With the assistance of an OPUS DEI priest in the nation’s capital, the senator converted to Catholicism from a non-denominational evangelical church five years ago.)

Archbishop brands President Chávez as dictator


Venezuelan President Hugo Chávez is leading his country to dictatorship and has sequestered God’s language, said in Havana archbishop Baltazar Porras, previously accused by Chávez of having “the devil under his robe.”

“We are on this way, because if any dissent whatsoever is punished, intimidated, chased in any way, then, undoubtedly, there is a nominal democracy,” not a real one, said Monsignor Porras, the archbishop of Andean Mérida state.

During an interview with AFP, the prelate, who is attending in Cuba the 21st General Assembly of the Latin American Episcopal Council (Celam), assessed the situation in Venezuela and Catholic Church-government relations, which went lousy again after one year of quiet.

“Since the election last December, the revolutionary process has moved faster, and the government intransigence and leveler are making an impact. There is sequestration of all the public branches by the Executive. There is not but one single power,” he lamented.

In Venezuela, “any institution or individual not in line with the revolutionary process is viewed as an enemy,” he added.

I really like how they put fliers on cars at a *Metallica* concert, of all things. Metallica’s message from the very beginning has been a not-so-subtle hint at *countering* neo-Nazis with their “Metal Militia”. (The “Seinfeld” episode where a fictional Nazi leader has written a book named “The Big Game” also hints at what that is about.) Some will know what that means, others won’t – but in any event, it’s funny that this family seems not even to be on the level of hardcore Nazis. More like schizophrenic, wannabe Nazis.

Declassified documents reveal that Japanese ultranationalists with ties to U.S. military intelligence plotted to overthrow the Japanese government and assassinate the prime minister in 1952.

The scheme — which was abandoned — was concocted by militarists and suspected war criminals who had worked for U.S. occupation authorities after World War II, according to CIA records reviewed by The Associated Press. The plotters wanted a right-wing government that would rearm Japan.

The CIA files, declassified in 2005 and publicized by the U.S. National Archives in January, detail a plot to oust the pro-U.S. prime minister, Shigeru Yoshida, and install a more hawkish government led by Ichiro Hatoyama.

The CIA, in papers released under an act of the U.S. Congress to declassify documents related to Japanese war crimes, said the plotters were led by Takushiro Hattori, a former private secretary to Hideki Tojo, the wartime prime minister hanged as a war criminal in 1948.

Two CIA documents said the plot reportedly had the support of 500,000 people in Japan, and that the group planned to use a contact who controlled a faction inside the National Safety Agency — a precursor to the Defense Ministry — to help launch the coup. The files reviewed by the AP strongly suggest the Americans were unaware of the plot until after it had been dropped. The plot was developed after the U.S. postwar occupation of Japan ended in April 1952, and the CIA files say American financial support for Hattori’s group had dried up by then.

Still, the documentary evidence of the plot illustrates the violent potential of the right-wing, anti-communist cabal that had worked under the U.S. occupation authority’s “G-2” intelligence wing in the early days of the Cold War in the late 1940s and early 50s. The CIA operated separately from the G-2.

“Since the beginning of July 1952, plans for a coup d’etat have been initiated among a group of ex-purgees including former military officers. The leader of the group is ex-Colonel Hattori Takushiro,” said an Oct. 31, 1952, report, which claimed “this report is the first to mention a definite rightist plan involving violence.”

“The original plan of the group was to engineer a coup d’etat, including the assassination of Prime Minister Yoshida Shigeru on account of his hostile attitude toward depurgees and nationalists,” the CIA document said.

According to the document, Hattori colleague Masanobu Tsuji talked the group out of the coup, urging it to focus instead on countering the Socialist Party. The files say the group then decided it would not stage a coup as long as Yoshida’s conservative Liberal Party remained in power.

However, the group still considered violence an option, the files say.

“The group is considering the possibility of some minor assassination attempt in lieu of a coup d’etat,” the Oct. 31, 1952, document said.

Hattori and others had worked under the aegis of Maj. Gen. Charles Willoughby, the anti-communist G-2 chief. During the occupation, Willoughby was considered the second most powerful American after his boss, Gen. Douglas MacArthur.

Some group members were considered choice war crimes trial targets after the war.

Tsuji had been wanted for involvement in the Bataan Death March of 1942, in which thousands of Americans and Filipinos perished. Another group associate was Yoshio Kodama, a war profiteer and mob boss who was deeply involved in procuring materials — often illegally — for the Japanese military machine.

Neither of them was prosecuted for war crimes.

The Japanese militarists joined U.S.-supported missions to spy on communists in Japan, infiltrate agents into Soviet and North Korean territory, and recruit Japanese mercenaries to protect Taiwan from communist forces in mainland China, declassified documents show.

The CIA files, however, say the operations were riddled with intelligence leaks, hobbled by a lack of competent agents, and deeply compromised by rivalries among the rightists themselves. The agents’ top priorities, the documents say, were profits and an eventual resurgence of a militarist Japan.

The assassination plot detailed in the CIA files came at a difficult time for Hattori’s group.

The departure of Willoughby from Japan in 1951 as the U.S. occupation wound down deprived the rightists of their leading American patron and paymaster. Meanwhile, Yoshida was openly hostile to Hattori’s push for rearmament.

“The government attitude toward the Hattori group has been increasingly antagonistic, and the group has lost influence since the departure of General Willoughby,” said a CIA document dated April 18, 1952.

Yoshida was pushed out of office peacefully in 1954 and replaced by Hatoyama, but the ultrarightist dream of resurrecting a militarist Japan never happened. The 1947 pacifist constitution bars Japan from warfare and has never been amended.


Why US Shields Japan’s WWII Denials

Sun Myung Moon’s influence-buying schemes inside U.S. conservative political circles – and the federal government’s odd refusal to aggressively enforce laws when Moon’s operation is caught in legally questionable activities. [See, for instance, Moon/Bush ‘Ongoing Crime Enterprise’.]

In this guest article, Jerry Meldon examines the mysterious roots of the money that has funded right-wing Asian politics since World War II and that has sometimes spilled over into the United States:

On Feb. 19, Japanese Foreign Minister Taro Aso took exception to a U.S. congressional resolution introduced by Rep. Mike Honda, D-California, calling on Japan to “formally acknowledge, apologize and accept historical responsibility” for coercing 200,000 Asian women into slavery as “Comfort Women” (wartime prostitutes) for 3.5 million Japanese soldiers. Mr. Aso said he considers the accusation groundless and extremely regrettable.

Six decades after World War II, can it really be that Japanese officials are still distorting history and insulting the Chinese, Koreans, Philippinos and others across Asia whom Hirohito’ s forces savagely brutalized and robbed?

And why does Washington turn a deaf ear?

The answers may be rooted in what transpired behind closed doors in Tokyo when Japan was occupied by the U.S. military in the post-war years .

Sterling and Peggy Seagrave suggest a motive in their eye-opening – and at times stomach-turning – 2003 book, Gold Warriors: America’s Secret Recovery of Yamashita’s Gold. In the war’s immediate aftermath, Gen. Douglas MacArthur, commander-in-chief of Allied occupying forces, secretly joined hands with Japanese war criminals.

Rather than convict, imprison and throw away the keys, MacArthur coddled those responsible for one of history’s bloodiest wars of aggression. When the U.S. occupation ended in 1952, he released all those who were still in custody.

And it may have gone a lot further than that.

According to Gold Warriors, even as the United States “introduced democratic reforms and a new constitution … [it ] put Japan back under the control of men who were devotedly undemocratic … [insisting] that Japan never stole anything and was flat broke … [when, in reality, America had given it ] huge infusions of black money.”

Washington even had Article 14 of the 1951 Japan Peace Treaty state : “It is recognized that Japan should pay reparations to the Allied Powers for the damage and suffering caused by it during the war. Nevertheless it is also recognized that the resources of Japan are not presently sufficient … [Therefore] the Allied Powers waive all reparations claims of the Allied Powers and their nationals arising out of any actions taken by Japan.”

As historian Christopher Simpson put it , the United States thereby insured “that the vict ims of the war – rape camp survivors, slave laborers and POWs – [would] be left with nothing.”

Furthermore, according to the Seagraves, “records of Japan’s looting and economic conspiracy have been removed from Western archives and databases, remain under secret classification and will not be made public for another half-century.”

The cover-up notwithstanding, the Seagraves somehow penetrated the veil of secrecy and reported that the source of the black money that MacArthur bestowed on the Japanese. They wrote that after arriving in Japan, the general’s aides located $100 billion in gold, platinum and other treasures that Hirohito’s forces had systematically plundered from occupied Asian nations and buried deep underground.

When MacArthur reported this to Washington, President Harry S. Truman’s brain trust – which included John McCloy, who as U.S. High Commissioner for Germany would authorize the early release of many Nazi war criminals – decided to devote the fortune to covert operations such as the bankrolling of rightist political parties and the recruitment of war criminals as U.S. intelligence agents for the Cold War that was just beginning.

One of the most notorious crooks MacArthur embraced was yakuza godfather Yoshio Kodama. With the exalted rank of rear admiral in the Japanese navy, Kodama had overseen the wartime looting of Asia’s criminal infrastructure. In the process, he stashed away a personal fortune estimated at $13 billion.

Arrested as a Class A war criminal, he made a deal with MacArthur’s intelligence chief, Gen. Charles Willoughby. Kodama handed the CIA $100 million in return for his release from Sugamo Prison. Returning to the underworld, he regained control of the Asian heroin traffic.

According to the Seagraves and others, he also remained a CIA asset until his death in 1984. It was apparently in that capacity that he became a major behind-the-scenes political force, primarily in Japan but, indirectly, across the Pacific as well.

Together with his fellow racketeer and Class A war criminal Ryoichi Sasakawa, Kodama underwrote the creation of two Japanese political parties that later combined to form the Liberal Democratic Party (LDP). Except for a brief hiatus when voters had had their fill of corruption, the conservative LDP has ruled Japan ever since. According to sources cited by the Seagraves, the LDP secretly contributed to the 1960 presidential campaign of Richard M. Nixon.

The LDP was not the only organization which Kodama and Sasakawa bankrolled, that lavished the gangsters’ ill-begotten wealth on American politicians. They also underwrote the Rev. Sun Myung Moon’s Unification Church, which owns the right-wing daily, the Washington Times.

When Gen. Park Chung Hee staged a coup and installed himself as South Korea’s dictator in 1961, he designated the Unification Church to be his political arm. Successive South Korean leaders have used it to influence U.S. foreign policy.

A 1978 congressional inquiry found that Moon’s organization, in coordination with South Korea’s CIA-molded intelligence agency, the KCIA, paid off several U.S. congressmen. Rep. Richard Hanna, D-California, and Otto Passman, D-Louisiana, accepted approximately $200,000 each.

Hanna was slapped with a six-to-30-month sentence and spent a year behind bars. Passman managed to have himself tried in his home town and was acquitted. Fortunately for Reps. Cornelius Gallagher, D-New Jersey, and William Marshall, R-Ohio, the five-year statute of limitations ran out before they could be prosecuted. Three others congressmen were reprimanded for lying about their gifts.

Kodama and Sasakawa, together with followers of Rev. Moon, also underwrote the Asian People’s Anti-Communist League (APACL) as a propaganda mill for the dictatorships of Taiwan and South Korea. In 1966, the APACL expanded to become the World Anti-Communist League (WACL) . European neo-nazi terrorists and Latin American death squad leaders attended WACL conferences in the 1970s and 1980s.

Ronald Reagan – whose 1981 presidential inauguration was attended by the godfather of Central America’s death squads, Mario Sandoval Alarcon – sent the following message to the 1985 WACL convention in Dallas:

“I commend you all for your part in this noble cause. Our combined efforts are moving the tide of history toward world freedom. We must persevere and never falter. I send all you who help in your crusade for liberty my best wishes. God bless you.”

The previous year, Congress had blocked continued White House funding for the counter-revolutionary Nicaraguan contras. Undaunted, the Reagan administration solicited donations from private right-wing sources, including the two organizations that Kodama and Sasakawa had spawned. WACL and the Unification Church each obliged the Reagan team with generous donations that kept the contras afloat.

In that same period, WACL also contributed heavily in the United States to right-wing candidates running against progressive incumbents. One such beneficiary, WACL conferee Steven Symms, unseated the chairman of the Senate Foreign Relations Committee, Frank Church, D-Idaho. A prominent Vietnam War critic, Church had chaired a 1975 Senate investigation that uncovered CIA plots to assassinate foreign leaders.

Putting the pieces of the puzzle together, a picture emerges of CIA-controlled Japanese wartime loot being funneled by Japanese war criminals, via rightist Asian conduit organizations, to American politicians.

Maybe that explains why Washington turns a deaf ear when Japanese officials sanitize their country’s wartime atrocities. After all, the bruised feelings of a couple of billion Asian mainlanders is a small price to pay for keeping a lid on the truth.

Ultraconservatives place rhetorical emphasis on “character,” a quality all too often absent within their own ranks. An oracal of the militias, Willis A. Carto, is the publisher of Spotlight, a populist newspaper that backed Patrick Buchanon for president and has attempted, since its inception, to emasculate the United Nations. Carto was the protege of Francis Parker Yocky, indicted for sedition during WW II. Yocky’s indictment included charges of generously supporting the Nazi Party under Hitler. Carto’s organization was one of five “Liberty Lobbies” founded in 1957 at the first WACL conference in Mexico City. The faction known today as the Liberty Lobby was originally run by a steering committee of rad Right leaders, among them:

Edwin Walker, who once stated in a radio interview that “[Jack] Ruby’s name was Rubenstein,” was the coeval of Gerhard Frey, publisher of the Neo-Nazi Deutsche National-Zeitung und Soldaten-Zeitung. A bosom ally of Maj. Gen Willoughby/Weidenbach, Theodor Oberlander, was the German commander of the Ukraine’s Nightingales during the war and wrote for Frey’s newspaper. …

Heidelberg to Madrid : The Story of General Willoughby

Although Willoughby described his stay in Spain as being “without official character,” his initial audience with Franco lasted an hour and three quartersóextremely long for Franco audiences. From that time until his departure from Spain in July, Willoughby remained in constant contact with Franco’s Ministers. During Willoughby’s stay at the Velásquez Hotel, the Generalissimo was at great pains to provide him with government limousines and similar official amenities.

During a lecture, in the course of which Willoughby described Spain as “a cradle of supermen,” he said, “I have come to Spain behind the Pyrenees than in Paris behind the Rhine.” He neglected to explain why he wouldn’t have felt even safer staying in New York behind the Atlantic, but the slur on NATO was obvious enough.

Those who knew something of Willoughby’s background were not greatly surprised at his paying these sudden attentions to Generalissimo Franco. John Gunther has reported that while he was gathering material for his book The Riddle of MacArthur, he was at dinner one evening with Willoughby when the General suddenly proposed a toast to “The second greatest military commander in the world, Francisco Franco” (MacArthur obviously being the greatest). Willoughby told one Madrid audience that at the U.S. Army Command and General Staff School he had lectured in favor of Franco as early as 1936. After he had given an impassioned account of his pro-Franco sentiments at a Falangist luncheon in Madrid, Willoughby was toasted by Fernández Cuesta, Secretary General of the Falangist Party, in these words: “I am happy to know a fellow Falangist and reactionary.”

The United States and the Japanese Mengele: Payoffs and Amnesty for Unit 731 Scientists

[Tsuneishi Keiichi of Kanagawa University had already been unearthing secrets about Japan’s biological warfare (BW) program for a quarter century when he made a vital discovery about Unit 731 in summer 2005. The two memoranda he discovered from July 1947 were written by Brig. Gen. Charles Willoughby, head of GHQ’s intelligence unit during the American Occupation, and found in the U.S. National Archives. The documents shed new light on GHQ’s carrot-and-stick method of obtaining BW data at the outset of the Cold War as the arms race against the Soviet Union heated up. The Americans offered the Japanese scientists far more carrots — in the form of cash payments and other rewards as well as immunity from prosecution — than was previously understood.

In exchange for cooperation from the Japanese side, the horrific war crimes of Unit 731 were suppressed by the International Military Tribunal for the Far East. Not only were the unit’s members not prosecuted for war crimes, they were rewarded and went on to occupy prestigious positions in postwar Japan’s medical and academic communities. More recently, as in other reparations movements stemming from Japanese war conduct, Japan’s courts have played the contradictory role of validating plaintiffs’ descriptions of historical events but rejecting their claims to compensation on legal grounds.

A Foreign Ministry spokesman was quoted by Reuters on April 19, 2006, as saying: “The government is not in possession of materials that tell us about the activities of this unit. If we do find some materials, we would accept it as a solemn fact of history.” The Japanese government, then, does not currently view Dr. Ishii Shiro’s atrocious programs as historical truth. The hypocrisy is striking: the Japanese state and military destroyed the very records it now says are necessary to prove Unit 731’s actions, while the issues were covered up with American complicity.

This characteristic attitude toward its war responsibility places Japan yet again on a collision course with China regarding history. China’s Unit 731 Exhibition Hall near Harbin announced in 2005 that it would seek UNESCO World Heritage status for the main BW and medical experimentation site. Last year 200,000 people visited the state-run museum, which is undergoing major expansion and restoration. “Our goal is to build it into a world-class war memorial and educate people all over the world,” the facility’s curator said in a Washington Post article last April 7. “This is not just a Chinese concern. It is a concern of humanity.”

Critics accuse the Chinese government of manipulating historical issues to foster nationalism and bolster the regime’s domestic legitimacy, while scoring easy points against Japan in the global arena of public opinion. But it was Japan, not China, which carried out the biological terror of Unit 731 and continues to evade accountability for it today — with more than a little help from its American ally. — William Underwood]

Everyone has heard of Auschwitz, but what about Pingfan? This Japanese germ warfare headquarters and laboratory in Manchuria, northern China, did not hold as many victims, but atrocities committed there were physically worse than in the Nazi concentration camp, and lasted much longer.

Many people know of Dr. Josef Mengele, the Nazi SS “Angel of Death” and a physician (though not chief medical officer) at Auschwitz from 1943-45. There, he deliberately infected prisoners with deadly diseases and conducted fatal surgeries, often without anesthetic. He escaped and lived in South America undiscovered until after his death at 68 in 1979 in Brazil.

But what of Army General Dr. Ishii Shiro? He was the chief of Japan’s well financed, scientifically coordinated and government approved biological warfare program from 1932-45. Ishii rose to general and supervised deliberate infection of thousands of captives with deadly diseases. He also conducted grotesque surgeries, but the unique medical specialty of Ishii and his surgical team were dissections, without anesthetic, on an estimated 3,000 live, conscious humans. In 1959, Ishii, a wealthy man, died peacefully at home in Japan at the age of 67.

Why the discrepancy of knowledge about these two monsters? After so long, why does it still matter? The answer to both questions lies in policies of secrecy and complicity that continue today. They should concern Japanese, of course, but also Americans and many others.

It is because of U.S. connivance in Japanese secrecy that Tokyo’s biological war has yet to be fully disclosed. An estimated 400,000 disease deaths, almost all Chinese, remain uncompensated. Japan, unlike Germany with its commendable atonement and billions of dollars in reparations, has yet even to apologize specifically to biological war victims, let alone pay compensation for suffering from its nationally driven medical torture program.

On my desk are two documents previously marked Top Secret and dated July 1947. They show not only full U.S. participation in allowing the Japanese medical torturers who escaped to Tokyo to go free in exchange for information, but that the Pentagon actually paid them. As General Charles Willoughby, chief of U.S. Military Intelligence (known as G-2) gleefully noted to his headquarters, these pay-offs were “a mere pittance… netting the U.S. the fruit of 20 years’ laboratory tests and research” in this “critically serious form of warfare.”

Meanwhile, as Ishii and his cohort pocketed U.S. taxpayers’ money, the Soviet Union was preparing a criminal court hearing for 12 Japanese biowar scientists they caught at Pingfan, just after its demolition by Ishii’s men.

The trial in Khabarovsk resulted in all 12 being sentenced from 2-25 years. Three years earlier, in 1946, the Soviet prosecutor had given his U.S. equivalent in Tokyo the main evidence. But nothing happened. After the Khabarovsk verdict, the Soviet newspaper Izvestia demanded Ishii’s arrest and trial. General Douglas MacArthur, Japan’s occupation supremo, denounced Izvestia and the trial as “false communist propaganda”. Docile Western media ignored the Soviet charges. Silence then reigned for decades.

Then in 1981 American journalist John Powell, who had obtained the Khabarovsk transcript, published in the Bulletin of Atomic Scientists details of open-air germ tests on captured Chinese and Russian men, women and children. Some were bound to stakes in a large field and bombarded with anthrax. Others were subjected to germs of bubonic plague, cholera, smallpox, typhus and typhoid, and women to syphilis.

And, in an excruciating irony, he told how Chinese captives had been killed by having their livers exposed to X-rays. The world’s first use of radiation against a wartime enemy was carried out by… Japan. Its biological warfare (BW) was also illegal, since all such experiments were banned by the 1925 Geneva Convention, which Japan signed but did not ratify.

The media then headlined what it called Unit 731. This was the name of the commanding Pingfan imperial army group, and the one that became best known. But at least nine units functioned with apparently random numbers, dotted all across China and Japanese-occupied Asia. All came under the Pingfan headquarters, which had been specially constructed near the town of Harbin. Occupying 65 square kilometers, it contained 150 buildings with cinema, a swimming pool, Shinto temple, lounge, bar, and laboratories, operating theaters, and prison cells. It was serviced by its own rail branch line and had fleets of vehicles and airplanes.

During the 1981 burst of publicity, Justice B.V.A Roling, a Dutchman and the only surviving judge from the International Military Tribunal for the Far East in Tokyo, Asia’s Nuremberg, complained that no word about biological warfare had been offered in evidence. He wrote: “It is a bitter experience for me to be informed now that centrally ordered Japanese war criminality of the most disgusting kind was kept secret from the court by the U.S. government.”

General Willoughby and officials of MacArthur’s Supreme Command for the Allied Powers in Tokyo had succeeded in suppressing evidence from Ishii and colleagues, but separate inquiries were made by the International Prosecution Section (IPS). Its lawyers gathered evidence including detailed statements from defecting Japanese bio-scientists from Pingfan. The latter testified to human live vivisection, the dumping of lethal germs in Chinese water supplies and food stores, as well as aerial spraying. Yet all was silenced even though the information went to the top. IPS documents stamped “to be read by the Commander-in-Chief U.S. forces” were sent to President Harry Truman in 1947. No word has ever emerged on what Truman thought or said about this evidence. It is one of many still unknown facts about the Japanese-American conspiracy to conceal the complete account of the Japanese bio-warfare horror.

At Fort Detrick, Maryland, the main U.S. installation for BW, records remain on file of the thousands of tissue slides, preserved organs (some labeled “American”) removed from living bodies, with medical schedules and reports on perverse surgical procedures on screaming and writhing human specimens.

General Willoughby listed the five most important items providing “the greatest value in future development of the United States BW program.” These included the Japanese scientists’ “complete report” of “BW against man” that Willoughby described as “the only information available in world”; “field trials against Chinese” such as Powell described; using animals as “deadly bacteria conveyors” (“U.S. has done little work in this field”); and a “summary of the human experiments.” The G-2 heard it all.

The general’s conclusion: “Data on human experiments may prove invaluable… and Japanese may now reveal research in chemical warfare [and] death rays.” Did they? We do not know.

Next came the self-praise and grumbles in which military men like to indulge. The results, said G-2, “were only obtainable through skillful psychological approach to top-flight pathologists bound by mutual oath not to incriminate each other in these disclosures. They were assisted by direct payments, payments in-kind (food, miscellaneous gift items, entertainment), hotel bills, and board (in areas of search for buried evidence, etc.). All of these actions did not amount to more than 150/200,000 Yen.” This amounted to only $2,000 at today’s exchange rates, but substantially more in terms of its value in the Japanese economy of the time.

Then came the grumbles. The “pittance” in funds came from the military intelligence department’s budget, but this was now restricted. Willoughby wrote to his boss in Washington D.C., General S.J. Chamberlin: “We shall find it successively more difficult to induce these people to disclose information” without more money. He mentioned “unanimous protests” from the spooks against “the absurdity of these restrictions.”

Today those crimes live on. Meanwhile, Japan continues to conceal other details of its wartime research, the military having destroyed masses of documents prior to surrender. In 2002 in Japan, 180 Chinese victims and relatives from Hunan and Zhejiang provinces brought a court case. The Japanese judge agreed they had been infected by plague-carrying fleas dropped by Unit 731 planes during the Pacific War, but rejected their compensation claim on legal technicalities. The case continues on appeal.

Chinese anger against this and other unresolved Japanese war crimes increases as a new generation reviews the past. The issue will gain momentum so long as Japan continues to shunt aside its wrongs against Asian neighbors. The world should take notice. Why should Pingfan, Unit 731, and Dr. Ishii Shiro remain obscure names known mainly to historians?

Counterpunch editors’ note: Under the overall codename Project Paperclip US intelligence agencies made similarly diligent efforts to acquire the research records of Nazi doctors working in the death camps. They also brought over several of the Nazi medical experimenters and set them to work in US military research centers such as Ft. Detrick. The Nazi research was quickly put into play in the field. In 1950, the CIA’s Office of Security, headed at the time by Sheffield Edwards, opened a project called Bluebird whose object was to get an individual “to do our bidding against his will and even against such fundamental laws of nature as self-preservation.” The first Bluebird operations were conducted in Japan in October 1950 and were reportedly witnessed by Richard Helms, who would later run the Agency. Twenty-five North Korean POWs were given alternating doses of depressants and stimulants. The operation was, of course, in total contravention of international protocols. The Bluebird interrogations continued through the duration of the Korean War. They hired the “Japanese Mengele,” and didn’t admit it for three and a half decades, and then only after they were exposed by Japanese journalist Seiichi Morimura.

Why should we believe that they did not also hire the German Mengele, and just haven’t admitted it yet?

It would be an inductive fallacy only if we believed that they did not also hire the German Mengele, and just haven’t admitted it yet. That is quite a different thing from asking the question. In a very real sense, it is our duty, both to truth and to justice, to ask such questions. It is also the very essence of competent detective work.

Of course, we should believe nothing without proof, but it would be foolish not to suspect that Mengele was excluded from the long list of Nazi and fascist scientists who were employed by the US after the war, both in and out of the country. Since he was officially a war criminal, he couldn’t be brought into the country legally, like the Paperclip crew. Nor could he have been brought in under under the legal loophole that allowed 100 war criminals a year to be brought in anyway, as was von Bolschwing, and under his own name.

Unlike von Bolschwing, Mengele was famous. Few people were truly outraged when the von Bolschwing case came to light. But had Mengele been brought in, and it had come to light, the public would have been outraged.

Mengele had come to symbolize the brutality of the Holocaust, even more than Eichmann. The main thing we all know about Eichmann’s crimes is the utter banality with which they were committed. Mengele’s crimes are perceived quite differently, if for no other reason than humanity’s deep seated need to trust doctors. We expect a man like Eichmann to kill. Not only was he a trained killer, but he really was, just as he claimed, “only doing his job.” If it hadn’t been Eichmann, it would have been someone else. So we tend to think of the job as the evil, more than the man.

But we all agree a doctor’s job is to heal, not to kill. So Mengele became more than just another banal man doing an evil job. Even though he killed fewer people, he is seen as a much more evil man than Eichmann. He personifies evil in so many people’s minds because he was so enthusiastic about it. I’m not talking about “selection” here. As Lifton points out, none of the Auschwitz doctors liked doing selection. There is no reason to believe Mengele did either. But he did like doing his horrific experiments. He wasn’t “just doing his job.” He created the job, by designing those experiments. It is precisely what makes him “the German Ishii Shiro.”

And he got away with it. There is no way in hell he could have gotten away with it without help. He was an active member of Die Spinne, and Die Spinne’s actively overlap with US intelligence is long known and well documented. Researchers have accumulated a great deal of circumstantial evidence that Mengele entered this country on numerous occasion. Before dismissing circumstantial evidence, please recall that the proverbial “smoking gun” itself is circumstantial evidence by definition. But, lacking some future declassification of documents, it is all that Nazi hunters have to go on.

Of all the legitimate Nazi hunters, not even Weisenthal rivaled Mae Brussell for sheer relentlessness. Au contrair, Weisenthal made a career of hounding small time camp guards, while letting the bigwigs slip through his fingers. Many independent researchers believe Weisenthal was paid off. Not so Mae Brussell. She had it in for Nazis in a really big way, and for Mengele in particular. She pursued him relentlessly.

Page after page of FOIA documents in her Mengele file were partially or completely blanked out. One page showed field titles like , , , and

not blacked out, but the actual field contents themselves blacked out. To me this indicated that the US government new exactly where Mengele was and wouldn’t tell, and rubbed Mae’s nose in it. Why they wouldn’t tell is a most intriguing question. We would be greatly remiss not to ask it.

There is no way to understand the post Cold War era without understanding the Cold War. There is no way to understand Cold War without understanding the post WWII Nazi and fascist diaspora. There is no way to understand the post WWII Nazi and fascist diaspora without understanding the men who made it possible. Willoughby was one of those men. It was they who created the Fourth Reich we live in today.

Prior to NCTC, VADM Redd served as Executive Director for the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction. The Commission’s report was adopted as the President’s blueprint for implementation of Intelligence Community reform. Earlier in 2004, VADM Redd served as Deputy Administrator and Chief Operating Officer (COO) of the Coalition Provisional Authority (CPA) in Baghdad, Iraq.

A native of Sidney, Iowa, VADM Redd graduated from the United States Naval Academy in the class of 1966. A Trident Scholar, he majored in mathematics and physics. Following graduation, he studied as a Fulbright Scholar in Uruguay and as a Burke Scholar, receiving a Master of Science degree in Operations Analysis from the Naval Postgraduate School. He also attended the Program for Senior Executives at the Massachusetts Institute of Technology (MIT).

During his 36 years of active duty service he commanded eight organizations and served in several senior policy positions in the Pentagon. His last assignment on active duty was as Director of Strategic Plans and Policy (DJ-5) on the Joint Staff. In 1995, he founded the only new US Navy Fleet in half a century, serving as the first Commander FIFTH Fleet (COMFIFTHFLT) since the World War II era. VADM Redd retired from active military service in 1998.

Following retirement from the Navy he served as CEO of NetSchools Corp., a high-tech start-up company in the education sector.

Prior to joining the National Counterterrorism Center (NCTC), Michael E. Leiter served as the Deputy Chief of Staff for the Office of the Director of National Intelligence (ODNI). One reason for the rush to judgment regrading the role steroids played in the Benoit murder/suicide may be that some government lawyers hope that if they can pin this tragedy on Benoit’s use of steroids, they can launch an investigation into whether other World Wrestling Entertainment (WWE) stars are using steroids. This may allow the federal government to avenge one of the few high-profile defeats suffered by federal prosecutors in recent times.

In the early nineties, the feds indicated WWE Chairman Vince McMahon on charges of using and distributing steroids. Aswe all know, most businessmen in Mr. McMahon’s situation would have accepted the government’s plea offer. Instead, Mr. McMahon told the government’s lawyers where they could shove their plea offer, went to trial, and was acquitted on all charges. Wonder how many federal Nifongs are gleefully rubbing their hands at the thought of having another shot at the businessman that got away?

Gov. Lowell P. Weicker, Jr. has been a Director of World Wrestling Entertainment, Inc. since 1999 and is Chairman of the Compensation Committee. Mr. Weicker served as Governor of the State of Connecticut from 1991 to 1995. He served as a United States Senator representing the State of Connecticut from 1970 to 1988. Gov. Weicker also serves as a director of Compuware Corporation, HPSC, Inc., Phoenix Mutual Funds, Medallion Financial Corp. and UST Inc.


… he served in the U.S. Senate for three terms, from 1971 to 1989, before being defeated for a fourth term by Joe Lieberman. He gained national attention for his service on the Senate Watergate Committee. During his Senate service, Weicker was always regarded as somewhat of a maverick, and a liberal voice in an increasingly conservative Republican Party.

President Reagan referred to him in his diaries as “a pompous, no good, fathead”, a reflection of Weicker’s attitude towards the Reagan administration.

Weicker’s tense relations with establishment Republicans may have roots in receiving strong support from President Nixon in his 1970 Senate bid, support repaid in the eyes of his critics by a vehement attack on the White House while serving on the Watergate Committee. Later, his relations with the Bush family soured, and the brother of then Vice President Bush (Prescott Bush, Jr.) made a short-lived bid against Weicker to gain the 1982 Republican Senate nomination. Finally, conservative animus spilled into overt support for Joe Lieberman in 1988, both from national sources such as National Review (publisher William F. Buckley, Jr., and his brother, former New York Senator James Buckley, both endorsed and campaigned for Lieberman in 1988), but more importantly, from rank-and-file Connecticut Republicans irate with Weicker’s effort to make the local party more liberal and prevent the nomination of conservatives to state office, and the poor showing of Weicker-backed candidates in the 1986 elections. Weicker was defeated in the 1988 election by less than 1% of the vote, owing in large part to defections by Republicans to Lieberman. …


Weicker’s political career appeared to be over after his 1988 defeat for reelection to the Senate by Lieberman, and he became a professor at The George Washington University Law School. However, two years later, he ran for Governor of Connecticut as a member of “A Connecticut Party” against Republican John G. Rowland and Democrat Bruce Morrison.

The most volatile issue facing Connecticut at that time was the attempt to implement a broad-based state income tax. Connecticut traditionally had no state income tax except for a fairly steep one imposed on “unearned income” such as interest and dividends. Weicker ran on a platform of solving Connecticut’s fiscal crisis without the implementation of the broad-based income tax to include the taxation of earned income. Weicker won on election day 40-37% over Rowland, losing Fairfield and New Haven counties to Rowland, but drawing especially strong support from the Hartford metro area, where he had been strongly endorsed by the Hartford Courant and by many state employee labor unions. Weicker gained national attention through his upset victory. Democratic candidate Bruce Morrison’s distant third place showing in a relatively Democratic state shows that Weicker gained a large amount of his support from Democrats.

However, shortly after his inauguration, Weicker reversed his position and became an advocate of the tax that he had campaigned against. Liberal forces applauded his “political courage” and his willingness to “face reality”, while conservative forces were equally quick to denounce him in no uncertain terms as a “liar” and a “traitor.” The broad income tax he had come to favor passed the General Assembly. However, a huge protest rally in Hartford held shortly after it was implemented and the withholding for it begun, attracted over 50,000 participants. After this, the Assembly passed a measure repealing the broad-based income tax, which was subsequently vetoed by Governor Weicker. The override of the veto fell a vote short, and the massively unpopular tax was kept in effect. Weicker’s critics are quick to blame his implementation of the state income tax for Connecticut losing one congressional district as a result of the 2000 census (based on a theory that the tax negatively impacted Connecticut population growth).This position was held by the conservative Yankee Institute, which claimed in August 2006 that after 15 years the income tax had failed to achieve its stated goals[1] However, Weicker also has a cadre of supporters who insist that he was the only person who could have solved the state’s ongoing fiscal problems and had the courage to address them directly and forthrightly, and also note that the enactment of the income tax was coupled with a reduction of the state’s sales tax to a level comparable to that of surrounding states, benefitting Connecticut merchants.

Critics respond that since the income tax was implemented that studies show that Connecticut has gone from being one of the lowest-taxed per capita of the fifty states to one of the highest, if not the highest. However, Weicker supporters contend that only since his implementation of the income tax has there been an adequate stream of state revenue, including funding for areas which Connecticut voters had previously expressed support for in theory but then were unwilling to pay for, and note that Connecticut still has the highest per capita income of any of the 50 U.S. states. Weicker has a reputation, in any event, for courting controversy, and as such is well-liked by his friends and deeply disliked by his detractors.

Weicker is generally well regarded by liberals, and is harshly criticized by many Republicans and some Democrats, such as Joseph Lieberman. The income tax controversy may well have prompted Weicker not to seek any further term as governor, but there seems to be little indication that he had ever intended to make that office a career as he had his Senate service.

Supporters of the income tax also pointed to the state spending cap added to the state constitution in 1992 as a benefit from its enactment. In 2007 Governor Jodi Rell proposed a budget that far exceeded the spending cap, causing one observer to remark that 16 years of fiscal discipline were being jettisoned. [1]. Ironically Rell had been an anti-tax state legislator in the early 1990s.

Weicker did not seek re-election as governor in 1994. In 2000, he endorsed Senator Bill Bradley (D-NJ) for President. In 2004, Weicker supported former Vermont Gov. Howard Dean’s (D-VT) presidential bid.

Lowell Weicker was said to be considering a rematch against Senator Joe Lieberman in the 2006 election cycle. He objects to Lieberman’s support for the Iraq War and noted in a New York Times article published on December 6, 2005, “If he’s out there scot-free and nobody will [run against Senator Lieberman], I’d have to give serious thought to doing it myself, and I don’t want to do it.” After polls showed Weicker twenty points behind Lieberman, Weicker chose not to run and endorsed Democrat Ned Lamont.
The Lieberman campaign released an ad which borrows from one aired during the 1988 Senate race, which depicted Weicker as a hibernating bear ignoring his Senate duties except at election time. In the 2006 ad, Weicker reappears as a wounded bear while Lamont is depicted as a bear cub sent and directed by Weicker.

On June 18, 2006, Weicker held a fundraiser for Lamont and described himself as an “anti-war activist.”

“Need a reliable source. Saying that his wife died is a pretty big statement, you need to back it up with something.”

The posting apparently was made in reference to Benoit’s scheduled appearance on Sunday night at an Extreme Championship Wrestling event in Texas.

An employee from Wikipedia.org told FOXNews.com that he called and left a message with investigative authorities in Fayetteville, Ga., at around 11 a.m. EDT on Tuesday, after the posting was brought to the attention of the St. Petersburg, Fla.-based Web site.

“I chat with other editors on IRC — Internet relay chat — and somebody pointed it out to me on a relay chat and that it came from a Stamford connection, and that it took place at midnight Eastern Standard Time on Monday morning,” said Wikipedia.org volunteer coordinator Cary Bass. “I called and left a message with the police department.”

The computer-generated time and date stamp of the Benoit entry are listed as 4:01, 25 June 2007. Wikipedia.org lists its entries according to Universal Time, also known as Greenwich Mean Time.

Further investigation, according to Wikipedia.com, shows that one hour after the first edit reversion, another anonymous edit by using unwiredAustralia.com.au, a wireless Internet service provider, was made adding about the aforementioned personal issues: “which according to several pro wrestling websites is attributed to the passing of Benoit’s wife, Nancy.”

That edit was reverted less than 20 minutes later, with the following comment: “Saying ‘several pro wrestling websites’ is still not reliable information.” The second edit was made by a computer in Australia from a wireless network, according to Wikipedia.org.

A message left by FOXNews.com with Lt. Tommy Pope of the Fayette County Sheriff’s Department was not immediately returned.

Investigators so far have ruled the Benoit killings as a double homicide-suicide.

Wikipedia.org claims to be one of the largest reference Web sites, and is written collaboratively by users from around the world. Approved users can make submissions and change entries that are posted on the site almost immediately. Bass said the site is constantly monitored to correct inaccuracies.

Bass said when there is a high-profile case, such as the Benoit killlings, Wikipedia.org limits postings to registered users, which is now indicated at the top of the Benoit entry. According to the listed history on the Benoit entry, the computer used to post the 12:01 a.m. entry had a Stamford, Conn., Internet Protocol — or IP — address, a numeric designation that is assigned to every computer with an Internet connection, and that same address has been used to post about a dozen other messages on the site, dating back to May 16, 2007.”

NEW YORK For the past week, E&P has noted the Bush administration’s rising use of blaming much of the insurgency in Iraq on al-Qaeda operatives. Some news outlets have gone all along with this, others not. We pointed out that McClatchy Newspapers seemed to be questioning this trend.

“We cannot attribute all the violence in Iraq to al Qaida,” retired Army Maj. Gen. John Batiste, who commanded the 1st Infantry Division in Iraq before becoming an opponent of Bush’s strategy there, told the House Foreign Affairs Committee on Wednesday. “Al Qaida is certainly a component, but there’s larger components.”

Today McClatchy’s Jonathan Landay, in a report from Washington, threw more cold water on this. His article opened as follows.

Facing eroding support for his Iraq policy, even among Republicans, President Bush on Thursday called al Qaida “the main enemy” in Iraq, an assertion rejected by his administration’s senior intelligence analysts.

The reference, in a major speech at the Naval War College that referred to al Qaida at least 27 times, seemed calculated to use lingering outrage over the terrorist attacks of Sept. 11, 2001, to bolster support for the current buildup of U.S. troops in Iraq, despite evidence that sending more troops hasn’t reduced the violence or sped Iraqi government action on key issues.

Bush called al Qaida in Iraq the perpetrator of the worst violence racking that country and said it was the same group that had carried out the Sept. 11 attacks in New York and Washington.

“Al Qaida is the main enemy for Shia, Sunni and Kurds alike,” Bush asserted. “Al Qaida’s responsible for the most sensational killings in Iraq. They’re responsible for the sensational killings on U.S. soil.”

U.S. military and intelligence officials, however, say that Iraqis with ties to al Qaida are only a small fraction of the threat to American troops. The group known as al Qaida in Iraq didn’t exist before the U.S.-led invasion in 2003, didn’t pledge its loyalty to al Qaida leader Osama bin Laden until October 2004 and isn’t controlled by bin Laden or his top aides.

Bush’s references to al Qaida came just days after Republican Sens. Richard Lugar of Indiana, the top Republican on the Senate Foreign Relations Committee, and George Voinovich of Ohio broke with Bush over his Iraq strategy and joined calls to begin an American withdrawal.

“The only way they think they can rally people is by blaming al Qaida,” said Vincent Cannistraro, a former chief of the CIA’s Counter-Terrorism Center who’s critical of the administration’s strategy.

Intel Selectively Leaked To Shore Up Support For Iraq War

WASHINGTON – JULY 11 – The Bush Administration is once again playing the “fear card” as Congress continues to debate how to get out of Iraq.

“This Administration is drumming up fear in order to protect its war agenda,” said Congressman Dennis Kucinich (D-OH).

News reports over the last two days claim:

“New intelligence suggests an Al Qaeda cell may be in the United States or on its way.” -‘Sources’ tell ABC News, July 10, 2007

“U.S. counterterror officials are warning of an increased risk of an attack this summer, given al-Qaida’s apparent interest in summertime strikes and increased al-Qaida training in the Afghan-Pakistani border region. On Tuesday, Homeland Security Secretary Michael Chertoff told the editorial board of The Chicago Tribune that he had a “gut feeling” about a new period of increased risk.” -Associated Press, July 11, 2007

“Fearing complacency among the American people over possible terror threats, Homeland Security Secretary Michael Chertoff said … that the nation faces a heightened chance of an attack this summer. ‘We could easily be attacked,’ Chertoff added. ‘The intent to attack us remains as strong as it was on Sept. 10, 2001.'” -The Chicago Tribune, July 11, 2007

“The Administration is desperately seeking support for its failed war strategy. ‘Anonymous sources,’ ‘gut feelings,’ what does all of this add up to? Throughout the early stages of the Iraq war a strategy of deception led by the Lincoln and the Rendon groups was used to create fear and more war. No evidence has been made public to suggest an attack on the United States this summer, just as there was no evidence that Iraq was harboring Weapons of Mass Destruction.

“Yesterday the President asked Congress for additional time before passing judgment on his Iraq war strategy. The President is on a mission: To get more money for his war. Congress must also be held accountable and not fall into the Administration’s trap. We do not have to fund the war. We have the money to bring the troops home. It does not require a vote. It requires determination and truth,” Kucinich concluded.

NEW YORK In a remarkable column today, Clark Hoyt, the newly arrived public editor at The New York Times, charges that the Times in recent weeks has too often gone along with the new drive by the White House and the military to blame insurgent attacks on al-Qaeda. The column arrives on the same day the paper calls for a U.S. pullout in Iraq. .

E&P and other news outlets last week had noted the same tendency in the Times in the reporting of Michael R. Gordon and others. A top Times editor admits to Hoyt that the paper’s reporting in this regard has become “sloppy.”

Hoyt, who has had a long and varied high-level newspaper reporting and editing career, most recently directed the Iraq reporting out of the Knight Ridder (now McClatchy) Washington bureau which gained plaudits for its tough and skeptical reporting on the run-up to the war and progress since.

Today, Hoyt charges that the Times “in recent weeks as the newspaper has slipped into a routine of quoting the president and the military uncritically about Al Qaeda’s role in Iraq — and sometimes citing the group itself without attribution.

“And in using the language of the administration, the newspaper has also failed at times to distinguish between Al Qaeda, the group that attacked the United States on Sept. 11, and Al Qaeda in Mesopotamia, an Iraqi group that didn’t even exist until after the American invasion.

“There is plenty of evidence that Al Qaeda in Mesopotamia is but one of the challenges facing the United States military and that overemphasizing it distorts the true picture of what is happening there. While a president running out of time and policy options may want to talk about a single enemy that Americans hate and fear in the hope of uniting the country behind him, journalists have the obligation to ask tough questions about the accuracy of his statements.”

He then quotes Middle East experts he talk with who dispute the heavy focus on al-Qaeda. Then Hoyt reveals:

“Recent Times stories from Iraq have referred, with little or no attribution — and no supporting evidence — to ‘militants linked with Al Qaeda,’ ‘Sunni extremists with links to Al Qaeda’ and ‘insurgents from Al Qaeda.’ The Times has stated flatly, again without attribution or supporting evidence, that Al Qaeda was responsible for the bombing of the Golden Dome mosque in Samarra last year, an event that the president has said started the sectarian civil war between Sunnis and Shiites.”

Hoyt went back and examined stories from the past month where he found references to Al Qaeda “creeping in with greater frequency.”

Susan Chira, the foreign editor, told him she takes “great pride in the whole of our coverage” but acknowledged that the paper had used “excessive shorthand” when referring to Al Qaeda in Mesopotamia. “We’ve been sloppy,” she said. Three days ago, she circulated a memo with guidelines on how to distinguish Al Qaeda in Mesopotamia from bin Laden’s Al Qaeda. The operational connection between the two may not exist.

“It’s a good move,” concludes Hoyt. “I’d have been happier still if The Times had helped its readers by doing a deeper job of reporting on the administration’s drive to make Al Qaeda the singular enemy in Iraq.

“Military experts will tell you that failing to understand your enemy is a prescription for broader failure.”

UPDATE: A front-page Times story on Monday by David E. Sanger reflects the new guidelines. It refers to efforts by U.S. combat forces to prevent the use of Iraq as a sanctuary “by Al Qaeda in Mesopotamia, a Sunni Arab extremist group that claims to have an affiliation with Osama bin Laden’s network, though the precise relationship is unknown.”

Seeing Al Qaeda Around Every Corner

AS domestic support for the war in Iraq continues to melt away, President Bush and the United States military in Baghdad are increasingly pointing to a single villain on the battlefield: Al Qaeda.

Bush mentioned the terrorist group 27 times in a recent speech on Iraq at the Naval War College in Newport, R.I. In West Virginia on the Fourth of July, he declared, “We must defeat Al Qaeda in Iraq.” The Associated Press reported last month that although some 30 groups have claimed credit for attacks on United States and Iraqi government targets, press releases from the American military focus overwhelmingly on Al Qaeda.

Why Bush and the military are emphasizing Al Qaeda to the virtual exclusion of other sources of violence in Iraq is an important story. So is the question of how well their version of events squares with the facts of a murky and rapidly changing situation on the ground.

But these are stories you haven’t been reading in The Times in recent weeks as the newspaper has slipped into a routine of quoting the president and the military uncritically about Al Qaeda’s role in Iraq — and sometimes citing the group itself without attribution.

And in using the language of the administration, the newspaper has also failed at times to distinguish between Al Qaeda, the group that attacked the United States on Sept. 11, and Al Qaeda in Mesopotamia, an Iraqi group that didn’t even exist until after the American invasion.

There is plenty of evidence that Al Qaeda in Mesopotamia is but one of the challenges facing the United States military and that overemphasizing it distorts the true picture of what is happening there. While a president running out of time and policy options may want to talk about a single enemy that Americans hate and fear in the hope of uniting the country behind him, journalists have the obligation to ask tough questions about the accuracy of his statements.

Middle East experts with whom I talked in recent days said that the heavy focus on Al Qaeda obscures a much more complicated situation on the ground — and perhaps a much more dangerous one around the world.

“Nobody knows how many different Islamist extremist groups make up the insurgency” in Iraq, said Anthony H. Cordesman of the bipartisan Center for Strategic and International Studies. “Even when you talk about Al Qaeda in Mesopotamia, the idea of somehow it is the center of the insurgency is almost absurd.”

Shibley Telhami, the Anwar Sadat Professor of Peace and Development at the University of Maryland, said, “I have been noticing — not just your paper — all papers have fallen into this reporting.” The administration, he added, “made a strategic decision” to play up Al Qaeda’s role in Iraq, “and the press went along with it.” (Actually, that’s not entirely accurate, but we’ll get to that in a moment.)

Recent Times stories from Iraq have referred, with little or no attribution — and no supporting evidence — to “militants linked with Al Qaeda,” “Sunni extremists with links to Al Qaeda” and “insurgents from Al Qaeda.” The Times has stated flatly, again without attribution or supporting evidence, that Al Qaeda was responsible for the bombing of the Golden Dome mosque in Samarra last year, an event that the president has said started the sectarian civil war between Sunnis and Shiites.

For the president, an emphasis on Al Qaeda has political advantages at a time when powerful former allies, like Senator Richard Lugar of Indiana, the ranking Republican on the Senate Foreign Relations Committee, are starting to back away from his war policy. Al Qaeda is an enemy Americans understand, in contrast to the messy reality of an Iraq where U.S. troops must also deal with Sunni nationalists, Shiite militias and even criminal gangs.

“Remember, when I mention Al Qaeda, they’re the ones who attacked the United States of America and killed nearly 3,000 people on September the 11th, 2001,” Bush said in the Naval War College speech.

Actually, Al Qaeda in Mesopotamia, which came into being in 2003, pledged its loyalty to Osama bin Laden’s Al Qaeda the next year but is not believed to be under his operational control.

Jonathan Landay, a friend and former colleague, wrote a sharply skeptical story for the McClatchy newspaper group after the president’s June 28 speech. Bush called Al Qaeda “the main enemy” in Iraq, but Landay reported that “U.S. military and intelligence officials” reject that characterization.

Indeed the most recent National Intelligence Estimate on Iraq, representing the intelligence community’s consensus assessment, summed up the situation this way:

“Iraqi society’s growing polarization, the persistent weakness of security forces and the state in general, and all sides’ ready recourse to violence are collectively driving an increase in communal and insurgent violence and political extremism.” Al Qaeda and the Mahdi Army, a Shiite militia, were mentioned as “very effective accelerators for what has become a self-sustaining intersectarian struggle between Shia and Sunnis.”

In other words, the story of Iraq isn’t the story of all Al Qaeda all the time.

The Times report on the Naval War College speech didn’t deal with the president’s emphasis on Al Qaeda and instead focused on his growing troubles with Republicans in Congress. Dean Baquet, the paper’s Washington bureau chief, said the article reflected the “overall sense he’s losing ground even within his own party.” It took that angle, he said, because Times reporters and editors believe Republican defections “might be the beginning of something big in Congress.”

Baquet said, “I think the paper’s coverage over all has been pretty skeptical of the Bush administration and the war in Iraq.”

I went back and read war coverage for much of the month of June and found many stories that conveyed the complexity and chaos of today’s Iraq. Times reporters wrote that Iraq’s political leaders were failing to meet benchmarks that would show satisfactory progress to the American government, that a formerly peaceful Shiite city in southern Iraq was convulsed by violence as rival groups fought for control, and that Sunnis feared their own country’s army because it is dominated by Shiites.

But those references to Al Qaeda began creeping in with greater frequency. Susan Chira, the foreign editor, said she takes “great pride in the whole of our coverage” but acknowledged that the paper had used “excessive shorthand” when referring to Al Qaeda in Mesopotamia. “We’ve been sloppy,” she said. She and other editors started worrying about it, Chira said, when the American military began an operation in mid-June against what it said were strongholds of Al Qaeda in Mesopotamia.

On Thursday, she and her deputy, Ethan Bronner, circulated a memo with guidelines on how to distinguish Al Qaeda in Mesopotamia from bin Laden’s Al Qaeda.

It’s a good move. I’d have been happier still if The Times had helped its readers by doing a deeper job of reporting on the administration’s drive to make Al Qaeda the singular enemy in Iraq.

Military experts will tell you that failing to understand your enemy is a prescription for broader failure.
